Because it only affects combat - how hard you hit and how hard you get hit - and has absolutely no effect on XP earned, rewards received, endings achieved, or anything else. You might look at getting one of the too-fast regeneration mods, pulling it apart to find the bit that sets the regen rate, and then shift it down until it's at the speed you want.
